Dr. Cash is an experienced Fire, Safety and Emergency Planning professional with considerable exposure to a wide range of safety regulatory activities in the rail, aviation, oil & petrochemical, marine and military sectors. Based in the United Kingdom, Tony will assist PDI President & CEO, Bob Andrews, lead, consolidate, and develop PDI’s abilities to meet client needs within these sectors and expand PDI’s International exposure.
Prior to joining PDI, Tony worked for London Underground (LU) and Transport for London (TfL) as Senior Fire Engineer and Fire Compliance Manager (2006 – 2017). During this time, he was responsible for the supervision of the design, supply, installation, commissioning, testing, handover and maintenance of fire assets by LU’s Public Private Partnership collaborators and the Public Finance Initiative suppliers. As Fire Compliance Manager, he was accountable for the process of Managing Changes in the Fire Precautions as London Underground stations, train crew accommodation and depots. His team coordinated and expedited plan reviews with the Fire Authority and Tony managed the issue and revision of Fire Plans, working closely with the London Fire & Emergency Planning Authority (LFEPA) Transport Fire Safety Team. Notable among his many accomplishments, Tony coordinated the fire safety case for the running of a commercial steam service in LU’s 150th Anniversary Year and was subsequently drafted in to the LU Command and Control Centre to support contingency planning as the Subject Matter Expert for Fire Assets.
From 1996 to 2006, Tony worked at the UK Civil Aviation Authority as Rescue & Fire Fighting Services Inspector and Flight Safety Officer for International Services, where major areas of responsibility included safety, fire protection, training, maintenance of fire protection systems, test safety, safety management systems, and special projects.
Prior to 1996, Tony worked at Angus Fire, where he served in numerous managerial and executive positions supporting Brand Management, Training, Change Management, Research & Development, and as General Manager for Foam & Foam Equipment.
Dr. Cash earned a Bachelor of Science (BSc) Honours in Chemistry from the University of London in 1983 and earned a Doctorate in Physical Chemistry (Ph.D.) from the University of Leeds in 1987. He is a Chartered Chemist (CChem), a Fellow of the Royal Society of Chemistry (FRSC) and a Chartered European Chemist (EurChem). Dr. Cash is also a Fellow of the Institution of Fire Engineers (FIFireE), and an Interim Chartered Engineer (Interim CEng).
Tony has been involved in fire safety since 1983 and became a Chartered Practitioner in 1987. After this, following a number of varied and interesting positions working as a research assistant, postgraduate, product manager, research manager, flight safety officer, policy officer, international rescue & firefighting specialist, emergency planner, he became senior fire engineer and Compliance Manager for London Underground. Tony has experience of working in the UK, USA, Canada, the Far East, the British Overseas Territories, the Middle East, Scandinavia, Europe, Cyprus and South Africa.
Throughout his whole career, Tony has participated on a number of committees advising on new guidance documents and proposed legislation including British Standards, NFPA, ICAO, UK CAA, EASA, Institute of Fire Engineers Special Interests Groups. In addition, he has set and marked exams for his professional bodies; the UK CAA and overseas aviation agencies on fire safety & emergency planning, human factors in engineering and the Carriage Packaging and Labelling of Dangerous Goods/Hazardous Materials.
Tony regularly speaks on the subject of rail fire safety at international conferences. He has chaired 9 annual conferences on the Fire Protection of Rolling Stock and given a keynote speech at 7th International Symposium on Tunnel Safety and Security in March 2016. He chaired the construction safety and security afternoon of a successful Fire & Safety in Tunnels Conference in Bergen, Sept 2017 and led a site visit. He will chair his tenth Fire Protection of Rolling Stock Conference in Berlin, Feb 2018.
